Marcia Black-Watson

Marcia S. Black-Watson is the Director of the Michigan Energy Workforce Development Consortium (MEWDC), where she serves as the primary liaison for members, partners, and stakeholders, ensuring the effective execution of the consortium's strategic plan under the MEWDC Leadership Team's guidance.
After 34 years of dedicated service, Marcia retired from the State of Michigan in 2022. Her civil service career began in 1988 with the Michigan Department of Transportation, where she held various roles, including Freedom of Information/Litigation Discovery Officer. In 1998, she transitioned to the Michigan Department of Labor and Economic Opportunity, leading numerous state-level collaboratives, taskforces, and initiatives aimed at addressing industry talent demands. Her success in these roles culminated in her 2008 appointment to develop and lead Michigan’s first demand-driven workforce development team, focusing on attracting, developing, and retaining talent in high-growth, high-wage sectors through approaches such as apprenticeship expansion, sector strategies, and work-based learning.
Marcia holds a Bachelor of Arts in Materials and Logistics Management, with a minor in Accounting, from Michigan State University. She is a certified Talent Pipeline Management Practitioner through the U.S. Chamber of Commerce Foundation, a graduate of the U.S. Department of Energy’s National Renewable Energy Laboratory Executive Energy Leadership Program, and a Certified Business Solutions Professional. Additionally, she has served on several boards and advisory committees, further contributing to her field.
